Xiangzhou, GBA Alliance Partner to propel cross-border low-altitude economy

On April 13, the Xiangzhou district government and the Greater Bay Area Low Altitude Economy Alliance signed a cooperation memorandum at the Hong Kong Convention and Exhibition Center. 

The agreement focuses on investment promotion, innovation resource mobility, and expanded applications in low-altitude sectors. Zhang Huiyang, head of Xiangzhou district, and Hong Kong Legislative Council member Elizabeth Quat led the signing, joined by senior officials from both sides. 

This partnership builds upon previous exchanges, including Xiangzhou's January delegation visit to Hong Kong and the Alliance's March study tour to Zhuhai, during which it visited over 20 enterprises. Both sides emphasized leveraging the Hong Kong-Zhuhai-Macao Bridge as a cross-border aerial logistics corridor. 

Zhang highlighted Xiangzhou's strategic advantages as Zhuhai's economic engine, boasting a GDP of more than 200 billion yuan ($27.3 billion) and substantial industrial land reserves. The district's "1+6+X" industrial framework bolsters aviation supply chains spanning manufacturing to service sectors. 

Concurrently, Xiangzhou's Zhengling Industrial Services signed a strategic pact with Hong Kong Smart City Alliance to integrate venture capital, talent networks, and industrial resources, fostering cross-border collaboration. 

The district is advancing 10 low-altitude economy initiatives that focus on flight test zones and eVTOL applications, seeking to build an innovation ecosystem spanning territorial coverage [JS1] and industrial coordination. 

Both parties will leverage the “one country, two systems” principle to deepen cross-border innovation, seeking to pioneer coordinated low-altitude economic development models across the Guangdong–Hong Kong–Macao Greater Bay Area.
